The Eye of God:


Found floating above El Hazard is the Eye of God, a weapon of mass destruction created by an ancient culture during the Holy War, and functioning on dimension-shifting technologies. Through these dimensional energies, the Shadow Tribe was brought to El-Hazard, earning the peoples of El-Hazard a new enemy.

This weapon, and the power of te Roshtarian Princesses to use it, enabled Roshtaria to rise to leadership(though never clearly stated how) among the Alliance and hold them together in the face of the Bugrom threat.

For purposes of safekeeping, the Eye is sealed and cannot be unsealed except through the three great priestesses of Mt. Muldoon while they were atop the Stairway to Heaven*, a massive pillar into the sky from which you could approach the Eye of God and direct its actions.

*I believe there are actually many of these stairways(even though only the one may function) because there appear to be several of these massive pillars to be found dotting the landscape, providing multiple staging grounds for attacks with the Eye.
